Reorganize figure generation to its own package #5

This refactors figure generation functionality into its own package niclips. The purpose of the package is to provide utilities for generating simple figures that run faster than more powerful counterparts in nilearn.

Thanks for the reminder about the linting. I ran it locally and indeed it fixed a bunch of issues. Also I saw your #6 which we'll take care of next.
