devel: travis ci test only last commited files, move testing process to two devel scripts (incremental/full) testing, unification of testing process #2404

czas pojedynczej testowej instancji przed PR: 3 min 45 sec po PR: 1 min 17 sec

dla stable warto zostawić "pełen" test ale już z pliku devel/test-full.sh
