extend password manager to have community wide passwords #151

Let the client fetch all ips for a given ddnet community and only auth with the password on those servers.

# this should still work
51.210.171.47:7303,0,say /login ChillerDragon password

# and that would be the new way
kog,0,say /login ChillerDragon password
