Add a program settings menu #12

The settings menu should have the following options:

Change user interface scale Change program colour scheme Toggle FPS indicator on/off Turn "Getting Started" information boxes on/off Save user preferences to a file so that they can be loaded the next time the program is started

Added settings menu in commit 1d659dc5988aa4469152e30037cdc882d7e02166 Can be accessed by clicking on the settings icon on the top-right corner of the window.
