Cl/outrigger ephem #37

This PR defines hco, gbo, and pco to ch_util/ephemeris.py with the current best guesses at the coordinates of outrigger stations. The derivation of coordinates is documented at https://bao.chimenet.ca/doc/documents/1727. It is a living document because we need to have "good enough" guesses of the position while we rapidly undergo commissioning, and because not all three outriggers are built yet. I anticipate positions being changed at the ~10 meter level (worst case) in the future, but we need to deploy the code at PCO soon.

@leungcalvin if you rebase and fix up the comments I can get this merged, but I'm still waiting for that all to happen.
