feat(rfi): optionally get time-dependent rfi mask by lsd #49

The reasoning for this change is so that the time-dependent mask will be available for TimeStream, SiderealStream, and CorrData containers.

This also modifies rfi.number_deviations to be compatible with SiderealStream data
