Issue with clicking on add/remove vote and clicking it again immediately #192

Describe the bug If you click the add / remove vote button twice immediately it bugs out. This bug is in ideation page and tech stack page but you don't need to test in both as they are the same logic.

To Reproduce Bug Steps to reproduce the bug:

  1. Go to tech stack page
  2. Click on add or remove vote button (depending on which state it's currently in)
  3. Click on it again immediately
  4. Refer to loom video for demo

Expected behavior should be able to freely add and remove a vote without restrictions to the wait time in between
