Limitation on Editing Options After Finalize Selection in Tech Stack Page

Describe the bug After the user clicks the "Finalize Selection" button on the Tech Stack page, if they later click the "Edit" button, they are restricted to only selecting from the options that were previously entered. In this state:

Problem Details: Users cannot add new items, remove existing ones, or edit the previously entered options. This limitation can be problematic if the "Finalize Selection" button was clicked by mistake or if the user needs to make additional changes.

To Reproduce Bug Steps to reproduce the bug:

On the Tech Stack page, add some items to the tech stack.
Click the "Finalize Selection" button.
Click the "Edit" button to make changes.
Notice that the user is only allowed to select from previously entered items and cannot add, remove, or edit those items

Expected behavior

Users should have the flexibility to fully edit the tech stack after clicking the "Edit" button, including adding new items, removing items, or modifying existing selections.
Allow users to fully edit the tech stack after clicking the "Edit" button, including adding, removing, and modifying items.
Consider adding a confirmation prompt before finalizing the selection, informing users that they will be restricted in their editing options afterward.
Provide an "Undo Finalize" option to revert the selection process to allow full editing capabilities.
