Additional technical skills are doubled after saving #43

1. Login as studen. Select form tab
2. Fill the required fields
3. Add additional skills into technical skills
4. Save the form and relogin. Go to form tab

ER: additional skills are showing exactly as it saved.
AR: skills are doubled.
