test package (20h) #228

create a test package in administration where some tests will be held:
* serveral forms that covers all types of fields, including HTML check and 
sending check
* dictionary test
* db test

all new features should have a test page with description (how to test info)

some basic check (db, file permissions, etc.) should be implemented with 
priority
