Hidden repos still displaying

What steps will reproduce the problem?
1. Hide a repo
2. Check the repo directory

What is the expected output?
Hidden repos are not shown in the directory.

What do you see instead?
*Some* but not all repos are hidden. The hidden but remaining visible repos are 
comprised of both administrative and regular projects. The repos that were 
properly hidden are also both administrative and regular projects.

What version of the product are you using? On what operating system?
Windows 7, 8, 10 and Mac OSX 10.10.5. Gitiles version 0.1-6

You're talking specifically about the integration between *.googlesource.com 
and *-review.googlesource.com, right? Can you move this to our internal bug 
tracker?
