ModAPI for Extending the Buildings Categories #9

Is your feature request related to a problem? Please describe. Currently expanding the buildings categories within the Building Menu is only possible by one mod else it overflows the UI.

Describe the solution you'd like Make changes to the Building Menu UI to include scroll-able area for the icons and expose adding Building Categories to the ModAPI for easier adding.
