Most targets listed in `make help` don't exist #1

Of the given targets, only doc and catalog appear to exist:

cibyr@DESKTOP-36BCE64:~/src/StdCellLib$ make alf
make: *** No rule to make target 'alf'.  Stop.
cibyr@DESKTOP-36BCE64:~/src/StdCellLib$ make spice
make: *** No rule to make target 'spice'.  Stop.

make: *** No rule to make target 'verilog'.  Stop.

Yes - but hopefully they will exist soon :-)
