Provide BruteFIR module for PulseAudio for low latency #1

My current approach utilizing PulseAudio-modules module-pipe-sink and module-pipe-source for in-/out-put to BruteFIR works but has an unacceptable and continually rising latency.

Using pulse-simple-API to provide a BruteFIRs IO-module as a direct client of PulseAudio promises to improve.
