Earlgrey: uart_core.sv doesn't work in Verilator #450

The uart.log differs https://github.com/antmicro/verilator/actions/runs/1194004142 from the original one.

There 3 warnings, but all are related to the value $bits(reg2hw.ctrl.nco.q). It can be reproduced on the simpler example: https://github.com/chipsalliance/UHDM-integration-tests/pull/452
