Add CastClog2 test #602

In CastClog2ToMinimalSizeOfParamValueFromCommandLine original verilator prints -3, our prints 1.

There was a typo in SURELOG_FLAGS variable name. But there is also bug in Surelog. CastClog2ToMinimalSizeOfParamValueFromCommandLine waits for https://github.com/chipsalliance/Surelog/issues/2280
