Rename fuse `fmc_key_manifest_svn` to `fmc_svn` #159

The fmc_key_manifest_svn fuse is really used to hold an SVN for the FMC itself, not its key manifest. Would be more clear if it were named fmc_svn.

Not a high-priority ask.

Requires val collateral updates. As a low priority ask, postponed to after 1p0.

@bluegate010 - plz update 2.0 spec if its not already and we will waterfall that into RTL?
