Apply clang-format to all src and include files and add a Github Actions check for all new pull requests

The Github Action doesn't seem to be running - it probably needs to be enabled for the repo by an admin

Thanks. AFAICT, there is nothing specific for me to enable re. actions, but I'll pull this an see if it starts running.
