Add LICENSE file #10

Useful for packagers. Since setup.py claims this is ISC licensed, just copying https://github.com/SymbiFlow/fasm/blob/master/LICENSE would probably be enough.

@Xiretza - I'm unclear how we ended up with a missing LICENSE file, but I have fixed the issue.
