Create specification for common "FASM annotations"

FASM supports computer readable metadata called annotations in the fasm file.

We should specify a bunch of common stuff;

• [ ] Target information
  • [ ] Which FPGA this FASM file is for
• [ ] Tooling information
  • [ ] What tool + version generated this
  • [ ] Tooling arguments / parameters.
  • [ ] architecture checksums
  • [ ] (maybe) run time information (how long, how much memory, etc?)
• [ ] Input information / "debug symbols" (?)
  • [ ] input netlist checksums
  • [ ] src code line mappings
  • [ ] netlist name mappings
  • [ ] path timing annotations
