Name change on Interchange Docs?

Since the repo is now owned by CHIPS Alliance, should the documentation be changed to reflect that?

There are questions being made about if this is 'CHIPS Alliance' vs. 'SymbiFlow'.

I've updated the docs to be CHIPS Alliance. We still need to migrate the docs to a new theme
