[nextpnr_fpga_interchange] Fails to properly place and route a design with hierarchy #124

It appears that any design that is not purely composed of primitive leaf cells cannot be placed in nextpnr_fpga_interchange. This would exclude most designs synthesized from Vivado that contain any amount of hierarchy.
