Fix nextpnr-fpga_interchange-experimental-single-thread toolchain #555

This PR contains fixes for building the nextpnr-fpga_interchange experimental single-thread toolchain. Without them, the toolchain is built exactly in the same way as the experimental version (with multithreading enabled)
