Move rocket-related config fragments to rocket/Configs.scala #3655

This compartmentalizes RocketTile-related parameters

XLen/PgLevels are now tile-local settings, instead of global parameters
atLocation API makes it easier to construct heterogeneous tiles
RocketConfigs are substantially less verbose
