Since we are beginning implementation I think we can just go ahead with Bootstrap, and use CSS/JS wherever necessary. We would primarily need 2 pages – home and the statute. We could probably implement a search using elasticsearch or solr if necessary later. Additionally, as we go ahead we can create pages to filter the statutes based on certain identifiers – categorization, year, title and so on. These can of course the paginated.

In terms of pages this is what we can do. At least to start off with.

With regard to how the statute should be presented I had a few thoughts.

We could probably have a separate page or have a divider between the Index and the content of the statute. They will be arranged hierarchically. We could potentially have footnotes or tooltips, so that when you hover over certain provisions you can get more information about them. This could be anything from the definition, other statutes, relevant notes and so on.
