Installed Google Earth but will not open exception code: 0xc06d007e #976

What steps will reproduce the problem?
1. Fails to start at all.

What is the expected output or behavior? What do you see instead?
Nothing happens but the 'spinning circle' for a couple of seconds then nothing. 
 Checking Event Viewer shows:
Faulting application name: googleearth.exe, version: 7.1.2.2041, time stamp: 
0x525310f1
Faulting module name: KERNELBASE.dll, version: 6.1.7601.18229, time stamp: 
0x51fb10c6
Exception code: 0xc06d007e

Which plugin version are you using?
7.1.2.2041

Which browsers and operating systems are affected?
Windows 7 SP1, newly reinstalled with latest drivers.  Use Chrome as main 
default browser.

Please provide any additional information (code snippets/links) below.

Tried running in Normal,  OpenGL mode and DX mode - no difference.

Sorry, but this is meant for the Google Earth Plugin, not the Google Earth 
desktop application. For that, go to 
https://code.google.com/p/earth-issues/issues/list
