I've used https://gist.github.com/mooware/a1ed40987b6cc9ab9c65 (with my modiciation mentiond in the comments) in the past to great success. It provides a StreamHandler for the logging module and works on UNIX and Windows.
Usage is pretty straight forward https://github.com/codetalkio/TelegramIRCImageProxy/blob/ff8755cc52ece7c32b391de880fb5d2c082cb110/__main__.py#L53-L61.
