Resizing text within Balloons #210

Google Earth API, Google Earth Plugin API

Need an ability to change the font size in balloons, e.g. by use of a 
<scale> element in <BalloonStyle>

Can change font by using HTML elements within the <text> element of the 
Balloon, but this is inconvenient especially if using the default text.
Note this request is not exactly the same as issue 29, which asks for 
enhancements to the HTML that is recognized within <text>.
