polygon fill is wrong when there is an altitude break in KML (primarily west-east polygon) #317

Which products are affected?
Google Earth,

What steps will reproduce the problem?
Open the attached simple KML.

What is the expected output or behavior? What do you see instead?
Polygons are partially filled with triangles, transparent otherwise.

What application versions (if any) are you using?
 5.1.3509.4636 (beta) OpenGL

Which operating systems (and/or relevant web browsers) are affected?
