Seeed WM1302 support for USA 915 missing #234

Seeed WM1302 support for USA 915 and other regions that it supports should be added. Also, support for its RPI Hat card

I currently set RAK5146 option for this card as I believe the Seeed card is made by them. Note: The WM1302C (US915 - M) version does not support the 470Mhz band as it is missing the SX1272 chip.

To answer your question, US915 will already be supported by the Concentratord + ChirpStack Gateway OS in the next version: https://github.com/chirpstack/chirpstack-concentratord/blob/master/chirpstack-concentratord-sx1302/src/config/vendor/seeed/wm1302.rs#L17
