An index.html should be generated at the root of the build directory #107

It can simply redirect to the index.html in the first theme's directory.

I think this now only affects packages with more than one theme. When there's only one theme, it's put at the top level. When there's more than one theme, they're each put in subdirectories and an index.html redirecting to the first theme would be helpful.
