I think it's a nice idea. 竹 is different from 𥫗, as 心 differs from 忄. Also, 𥫗 would help identifying the radical. I believe the reason it is 竹 is because the database predates Unicode's Extension B.
But how about 𥯵 ? 竹 is not at the top but yet it is the radical.
By the way, we would need to consider ⿳竹xx and as well. (And maybe ⿳xx竹!) And checking for cases where x starts with a descriptor. Not an easy task!
For consistency, we could change U+7A79 to the radical U+2F75 in cases like this: U+2E164 𮅤 ⿰竹查 U+2E197 𮆗 ⿰竹落 (I only see two of them, but I also see: U-00025DF9 𥷹 ⿱⿰竹竹⿰竹竹 U-00025D12 𥴒 ⿱竹⿰竹竹 )
