Upgrading to FSharp Core 4.7 and getting from NuGet instead of local SDK #106

Doing as part of setting up for development. I did not have F# but I installed the SDK and grabbed the Core libraries from NuGet. This should make things easier for onboarding.

Closing as I will request PR for migration to .Net Core 3.0/.Net Standard 2.1
