Patch for /trunk/OpenHoldem/CPreferences.cpp #138

On relatively old operating systems, such as Windows XP or Windows 2000, 
Windows directory might not be located at C:\Windows\, however this hardcoded 
address is used as notepad.exe's path.
Changed this approach to trying to determine the path at runtime.
