annual reports - pdf links? #124

WAVE is alerting to the pdfs on this page https://rrchnm.org/our-story/annual-reports/ as having links to pdf documents. Is there a way for these documents to maybe trigger a downloadable pop-up or message showing that they are PDFS?

I tried using VOU on one of the PDFs, and nothing on them was read, which could cause an issue for our low-vision users.

I've added a simple "(PDF)" label to the links. Do you think this is enough, or do we need to take further measures to properly alert?

I think we should take additional measures, because once the PDF opens in a browser, it can't be navigated properly with the tab key or VOU.
