I can't test uninstallation on chnm.gmu.edu (clio) either, since it blocks FTP/FTPS (port 21). The server only allows SFTP (via SSH port 22). Because I can't test it, it may be preferable not to register the uninstall hook. If someone deletes the plugin, all Scripto-specific data will remain in the database, which may not be such a bad thing.
Uninstallation happens during plugin deletion. Deleting a plugin requires FTP access to the server. I don't have or want FTP running on my local machine, so I'll need to test the plugin on another server.
(The idea behind uninstallation is to delete all plugin-specific data stored in the WordPress database.)
