Batch processing of applications #4

Approving or rejecting applications is currently on possible on a case-by-case basis. The plugin should add a method for batch processing applications on the browse applications page.

And we need a batch review feature as well -- need to be able to see all the applications in (for instance) a spreadsheet, and we need a Notes field so that reviewers can comment on applications if necessary.

I believe that this issue is covered by #39 (bulk change status) and #35 (export to csv)
