Improve Wither Storm fight

Fix that fight bruh known issues:

[ ] Try enabling wither sickness in some form, had to disable it in config to make the boss not tick lag, tried to make it inflict the debuff on hit but i didnt get around to testing it
[x] Make the fight as fast as humanly possible
[ ] Make the command block not become invincible
[ ] Figure out how to summon wither storm at a phase, maybe could speed up with ftb quests

I had Wither Sickness during the fight so idk what that means (although I don't think it was doing anything)
Pushed a config for this
I don't think there's much we could do about this
I could do this pretty easily I think
