Create a GitHub action to build the project #19

In addition to the build we have normally running, we also need to create a GitHub action to build the project.

This is to give an indication to community maintainers whether something works or not, as we can not give access to private builds.

At this time, this will only build a windows version of the project, but may be extended to other platforms in the future.
