Describe The Solution. Why is it needed?
Package Validator currently has a requirement rule for validating URLs specified in the nuspec, this should be implemented in Chocolatey Community Validation as well. This had been skipped in 0.1.0 due to problems getting this properly implemented, as well as some internal discussions regarding this rule.
