Description

We need to implement all of the requirements that the current Package Validator is implementing for metadata validations as a minimum for this extension to be useful.

Why Is It Needed

We should have a minimum base to get started with providing this extension.

One rule has been excluded from this implementation of the original intended rule implementations.

The URL validation Rule has been excluded due to problems that occur related to such validations. It is hoped that this will be implemented at some point in the future, possibly as a Note instead of as a Requirement.
