Native provider #19

Implements #5 . Comparing to all other implementations this provider uses chocolatey.dll to execute proper actions.

Implements whole API exception save package (undone)
Fully tested using Pester using a local repository to allow testing without hosting repository
No external dependency

Even not fully implemented, I am giving it to you for hand over. Also, there was no progress from my side already a long time....
