I looked into this a few years ago and there was a stumbling block. I think because it requires apache to be installed. I'd be willing to take another look at it in the near future.

I thought the stumbling block was going to be the 32 bit ver of ActiveState Perl as https://chocolatey.org/packages/ActivePerl is 64 bit only but https://chocolatey.org/packages/ActivePerl-EqEmu-x86 should cover that as the DL link of http://eqemu.github.io/downloads/ActivePerl-5.16.3.1604-MSWin32-x86-298023.msi still works.

Most of the install script can probably be entered easily enough at runtime (might need AutoHotKey, don't know - haven't run it in years). The part that bothers me is the name of the web server it's going to run on. I'm guessing I can assume it's only going to install onto the server it will be used, so $env:COMPUTERNAME should work.

I will try to delve deeper in the week to come.

p.s. Not that they are really comparable, but you should check out https://chocolatey.org/packages/admincenter in the meantime.
