This sounds like a bug in the upstream executable itself (possibly). There have been no changes made in the package itself that would cause this behavior (the only change was the version used when extracting the PHP archive).
I'll have a look if they perhaps silently have fixed this issue without updating the version, but my assumption currently is that you will have the same behavior if you did the same process manually.
hmm, I am not able to reproduce this issue at all.
It could be something in your environment that causes the access denied (like an anti-virus blocking running it, or something else).
My apologies - I thought I had closed this issue. It was indeed related to anti-virus that was blocking the process.

PHP installs fine, but any attempt to run the EXE files results in "Access is denied".
Reverting back to PHP 8.1.9 works fine.
