set startup type of windows update service to manual #6

This should allow .net 3.5 feature to succeed since it needs to retrieve missing components from windows update.

@ferventcoder has this been deployed? Should we kick the .Net 3.5 package again?

Is there an easy way to find all packages that take a dependency on .Net 3.5 and re-run them through the verifier as well?

I think it was. I got emails from the verifier telling me how happy it was that it passed.

@mwrock ah, I never actually checked, but yes, looks like it is good.

I know of at least a couple packages that need to be re-ran, so I will do that just now.
