(maint) Update Vagrant Cloud to HCP Vagrant Registry

Description Of Changes

Vagrant Could is currently undergoing a migration to HCP Vagrant Registry, and Chocolatey's test environment boxes have been moved. This change updates the link text and the URL to accurately reflect the new location.

Motivation and Context

HashiCorp is already redirecting the old URL to the new one automatically, so nothing is currently broken.

This change simply saves the user having to go through said redirect. It also means the link won't break in the future if HashCorp decide to kill off the vagrantup domain.
