(maint) Remove templates to use org level ones

Description Of Changes

Removed the repository .github folder (which contains the templates).

Motivation and Context

To ensure consistency between our repositories, we are using organizational templates where it makes sense.

Testing

This is just a replacement of templates that are being used elsewhere so it's not been tested.
