Add ability to send notifications on tagged builds

Currently, when new releases of Chocolatey products is done, a manual process to announce these are completed.

Describe The Solution. Why is it needed?

We need to include the ability to automate these announcements. We need to automate this, so that release announcements are consistent, and possible by everyone on the team.

The initial release of this feature should allow the sending of notifications to:

• Mastodon
• Slack
• Discord

Following on from this release, additional functionality should be added to allow notifications to be sent to:

• Reddit
• LinkedIn
• Twitter
