MSI Builds are attempted on non-windows platforms

What You Are Seeing?

When running a build that also creates a MSI artifacts, it will be attempted to be created on Linux and Mac OSX as well, this causes any builds to fail on these platforms as the MSI can only be built on Windows.

What is Expected?

MSI builds should be skipped on platforms other than Windows.
