Add ability to skip all Docker steps

Sometimes, we just want a quick build to take place without the need to run the docker steps.

Describe The Solution. Why is it needed?

A new command line option and build parameter should be added to allow executing a build without the Docker steps being run. Once this parameter exists, it should be added to all the analysis tasks as a criteria, so that they will be skipped.
